The study published on 16 September draws on interviews with 25 organisations. It describes varied uses and levels of maturity, as well as practices of gradual autonomy and human validation for important actions.

Traceability and the allocation of responsibility remain difficult, particularly when several organisations or agents are involved. This qualitative study sheds light on practice; it does not measure how widespread these approaches are across the economy.

Why does this concern our research?

For Fondation UvH, a delegation should make it possible to answer simple questions: who sets the objective, which operations are authorised, and who can interrupt execution? When a decision affects someone, identifying the responsible party and providing a way to challenge it matter as much as technical success.

Our work on legal status and reciprocity examines these relationships. It proposes looking at how shared rules shape cooperation and conflict among actors. The OECD observations provide concrete situations for discussion; they do not validate the institutions envisioned by Fondation UvH.
